Yn yr hinsawdd ariannol bresennol, lle rydym ar fin dirwasgiad triple dip, mae'n briodol bod Plaid Cymru yn canolbwyntio ar bolisiau i gryfhau economi ein gwlad. Yn y pen draw mae popeth yn dod yn ol i'r economi.

Wythnos diwethaf, fe wnaeth Alun Ffred Jones fanylu ar un o gynlluniau'r Blaid i helpu busnesau bach a maint canolig Cymru i dyfu sef sefydlu banc i gynnig benthyciadau. Tyfu'r busnesau hyn sy'n allweddol i greu swyddi, creu cyfoeth a chryfau economi Cymru ond mae'r banciau mawr preifat wedi methu'r sector.

Mae'r cynlluniau yn debyg i fanciau landesbanken yn yr Almaen sydd yn cefnogi busnesau lleol yno yn ogystal a darparu gwasanaethau bancio ar gyfer unigolion. Cafodd y syniad cryn dipyn o sylw - ond mae angen i Lywodraeth Cymru weithredu ar hyn os maen nhw wir eisiau i economi Cymru dal i fyny gyda gweddil Ewrop.

Welsh Government Council Tax U-Turn

Plaid Cymru Llambed  welcomes news of the Welsh Government's U-turn on council tax benefit - following campaigning by Plaid Cymru. It means that over 6,000 people in Ceredigion, many of whom are working will be better off. The UK government decided to devolve council tax benefit to the Welsh Government from April 2013, but only devolved 90% of the funding - now the Welsh Government has decided to follow the SNP's lead in Scotland and make up the shortfall

Elin Jones, the Plaid cymru AM for Ceredigion welcomed the news today.“This U-turn by the Welsh Government is a very welcome development, and follows months of campaigning by Plaid Cymru to ensure that those currently in receipt of Council Tax Benefit aren’t forced to fund the shortfall themselves.

“The SNP government in Scotland planned to take action on this very matter as soon as the funding cut was revealed by the Westminster Treasury, and it’s a shame that the Welsh Government didn’t take similar action at the very beginning.

“Of course, we would not be in this position if the Westminster Government wasn’t insisting on reducing the amount of funding provided for the Council Tax Benefit scheme by 10 per cent. Our public services have already been bearing the brunt of the public spending cuts and the focus has now shifted to social security payments. Unfortunately, I fear that the situation only will get worse over the coming months”.

Yn y bwletin diwethaf cyn y Nadolig, soniais am fy ymgyrch i sicrhau fod yr ardaloedd hynny o Geredigion sy’n methu derbyn cysylltiad band-eang digonol yn cael eu blaenoriaethu yn y cynlluniau i gyflwyno’r genhedlaeth nesaf o gysylltiadau. Rwy’n ddiolchgar iawn i’r nifer fawr ohonoch sydd wedi rhoi gwybod i mi pa mor gyflym yw’ch cysylltiad. Mae’r wybodaeth yn ddefnyddiol iawn wrth ymladd i gael y fargen orau i Geredigion, ac rwy’ wedi rhoi map at ei gilydd ar wefan yr ymgyrch yma.

Fel y gwelwch, mae rhannau mawr o’n sir lle mae’r cysylltiad yn arafach na 2Mbps. Mae angen blaenoriaethu’r ardaloedd yma. Os nad y’ch chi wedi gwneud eisoes, medrwch ychwanegu at y map a helpu’r ymgyrch trwy ddilyn y linicau a phrofi cyflymder eich cysylltiad.

BROADBAND UPDATE - Message from Elin Jones AM

In my last bulletin before Christmas, I mentioned my campaign to ensure that those parts of Ceredigion which currently get poor or no broadband connections are prioritised as the Welsh Government and BT roll out the next generation of broadband connections. I’m grateful to the many of you who let me know the speed of your connection. The information is hugely valuable in lobbying for a fair deal for Ceredigion, and I’ve put together a map of the results on the campaign website here.

As you’ll see, there are many parts of our county with slow connections below 2Mbps. These areas need to be prioritised for new investment. You can still add to the map and help the campaign by following the links and testing your connection speed.

Gwasanaeth Iechyd/Health Service

Y GWASANAETH IECHYD - Neges gan Elin Jones AC

Yr wythnos ddiwethaf, fe gyhoeddodd Ymddiriedolaeth Hywel Dda ei chynlluniau ar gyfer dyfodol y gwasanaeth iechyd yng Ngheredigion, Sir Gaerfyrddin a Sir Benfro.

Mae na rywfaint o newyddion da i ni, yn yr ystyr fod rhai o’r dadleuon dros gadw nifer o wasanaethau craidd ym Mronglais, wedi eu harwain gan feddygon profiadol, wedi eu hennill yn dilyn y brotest fawr effeithiol ar risiau’r Senedd yng Nghaerdydd y llynedd, a gwaith di-flino ymgyrchwyr lleol. Serch hynny, bydd rhad i ni gadw golwg barcud i wneud yn siŵr fod yr addewidion hyn yn cael eu cadw. Yn benodol, byddaf yn parhau i ymgyrchu dros wasanaeth argyfwng a mamolaeth llawn, gwelliannau i’r theatrau llawfeddygol, ac adfer gwasanaethau iechyd meddwl ar ward Afallon.

Bydd trigolion rhai ardaloedd yn siomedig y bydd rhai gwasanaethau yn Ysbytai Llanelli a'r Llwynhelyg yn cael eu canoli yng Nglangwili, ac mi fydd brwydrau gwleidyddol o’n blaenau yma ac yn y gogledd.

Yr elfen bwysig arall i gynlluniau Hywel Dda yw’r buddsoddiad mewn gwasanaethau cymunedol. Rwy’n falch i weld ymrwymiad i gefnogi cynlluniau’r Cyngor Sir yn Nhregaron, a chanolfannau iechyd newydd yn Aberaeron ac Aberteifi, yn enwedig gan fod y broblem dros berchnogaeth y tir yn Aberteifi nawr wedi ei ddatrys. Gallwn symud ymlaen gyda’r cynlluniau yma nawr, er y bydd rhaid i ni weithio i sicrhau ariannu addas i unrhyw symudiad tuag at ofal iechyd yn y gymuned.

HEALTH SERVICE LATEST - Message from Elin Jones AM

Last week, the Hywel Dda Trust announced its plans for the future of healthcare in Ceredigion, Carmarthenshire and Pembrokeshire.

There is some good news for us, in that some of the arguments for retaining life-saving consultant-delivered services at Bronglais have been won, following the well-attended, loud and colourful protest on the steps of the Senedd in Cardiff last year, and the tireless work of local campaigners. However, we need to keep a constant watch that promises are delivered. In particular, I will carry on campaigning to retain full A&E and maternity services, for upgrades to the operating theatres, and for the restoration of mental health services at Afallon ward.

Some areas will no doubt be dismayed that some services at Llanelli and Withybush Hospitals are being centralised at Glangwili, and there will be political battles to come both here and in the north.

The other important aspect to Hywel Dda’s plans is the investment in community services. I’m pleased at the commitment to support the County Council’s plans in Tregaron, and to new health centres in Aberaeron and Cardigan, particularly as the long-standing issue of the land purchase at Cardigan has been settled. We can now move forward with these plans, although we’ll need to ensure that any shift to community-based healthcare is properly resourced.
